LOS ANGELES, CA – Councilwoman Monica Rodriguez issued the following statement
following her vote opposing the Enhanced City Resources Master Agreement (ECRMA)
between the City of Los Angeles and LA28 ahead of the 2028 Olympic and Paralympic Games:
“I voted against the Enhanced City Resources Master Agreement because, despite being
delivered months behind schedule, it still fails to establish a clear baseline of City services,
financial protections for Los Angeles taxpayers, and accountability that the City needs to
successfully host the Games.
“Notably, it evades addressing the most prevalent expense—security costs—and establishing a
baseline rate for municipal services that would be applied to every municipality that is hosting
events. This ECRMA fails to provide any safeguards for Los Angeles taxpayers and most
assuredly risks the City’s fiscal stability.
“This agreement also embarrassingly weakens the City’s authority to audit LA28’s finances.
Strong oversight and accountability are essential to ensuring the promise of a zero-cost
Olympics, and this agreement provides no transparency or full cost recovery that Angelenos
deserve.”
